Understanding Daylight Saving Time

Daylight Saving Time (DST) is the practice of moving clocks forward by one hour during warmer months to extend evening daylight. Not all regions observe DST, and those that do often change dates at different times.

When Does DST Occur?

  • North America - Second Sunday in March (spring forward) and first Sunday in November (fall back).
  • Europe - Last Sunday in March and last Sunday in October.
  • Australia - First Sunday in October and first Sunday in April (southern hemisphere seasons are opposite).

Regions Without DST

Many regions do not observe DST, including most of Africa, Asia, and South America. Notable exceptions include Arizona (excluding Navajo Nation), Hawaii, and most equatorial regions where daylight hours vary little throughout the year.

Recent DST Legislation & Debate

DST has become contested in recent years. Here are the key legislative developments shaping the future of seasonal clock changes.

United States — Sunshine Protection Act

The Sunshine Protection Act would make DST permanent year-round across the US, eliminating the twice-yearly clock change. The bill has passed the Senate by unanimous consent in 2022 but has stalled in the House. Multiple states (Florida, California, Washington, and others) have passed legislation supporting permanent DST pending federal approval.

European Union — 2019 Vote to End Clock Changes

In 2019, the European Parliament voted overwhelmingly to abolish seasonal clock changes across the EU. Each member state was supposed to choose either permanent winter time or permanent summer time, with the changes originally targeted for 2021. Implementation has been delayed indefinitely; as of 2026 the EU still observes DST under the existing rules.

Other Countries

Several countries have eliminated DST in the past decade. Russia stopped observing DST in 2014. Turkey ended seasonal changes in 2016 by remaining on permanent summer time. Most of Mexico stopped observing DST in 2022, with only border regions retaining the change for trade alignment with the US.
