Why DST starts at 2 AM (and other weird DST rules)

If you've ever wondered why the US shifts to DST at 2 AM instead of midnight, the answer is mostly practical: 2 AM is when the fewest people are awake to be inconvenienced. The same logic explains a few other weird DST rules.

Why 2 AM

The US Uniform Time Act of 1966 set 2 AM local time as the moment of DST shift. The reasoning was operational:

1. Bars are closed. In most US jurisdictions, bars close at 2 AM. Picking that moment avoids a situation where a bar serving customers at 1:55 AM suddenly has to deal with the clock jumping to 3 AM and people leaving the bar based on different clock times.

2. Trains aren't running. Most US passenger train service has paused for the night by 2 AM. The clock change doesn't disrupt active schedules.

3. The date stays clean. If DST shifted at midnight, the date itself would be ambiguous (does the new day start at midnight or the new "midnight" after the shift?). Picking 2 AM means the date is March 8 throughout, with just a missing hour in the middle.

4. Religious services aren't yet underway. Sunday morning church services don't typically start until 7 or 8 AM. By 2 AM, Saturday-night services are over and Sunday-morning ones haven't begun.

5. Most people are asleep. Inconveniencing the smallest possible number of people.

Other countries' choices

DST shift times vary slightly:

Why "second Sunday" instead of a fixed date

The US Energy Policy Act of 2005 changed the rule to "second Sunday of March, first Sunday of November." Previous to that, it was "first Sunday of April, last Sunday of October" (1986–2007), and various other configurations going back to 1966.

Picking a Sunday means:
- Most people are off work
- Schools are closed
- Religious services are typically in the morning (after the shift has already occurred)

The EU's "last Sunday of March/October" rule

Similar logic — pick a Sunday so most people are off work. The EU uses "last Sunday" rather than US "second Sunday" partly because EU DST originally tracked the British fixed-date convention (which was on the last Sunday).

What happens to scheduled events during the missing hour

For events scheduled at 2:30 AM on spring-forward Sunday in the US:

- Most cron-style schedulers skip the missing hour entirely. The 2:30 AM job doesn't run that day. Some schedulers run it at 3:30 AM as a "catch-up."
- Most calendar apps handle the missing hour gracefully — meeting invites for 2:30 AM that morning either don't exist or are pre-shifted to 3:30 AM.
- Airline schedules avoid scheduling departures during the missing hour. You won't see a flight scheduled for 2:30 AM on spring-forward Sunday.
- Train schedules in the US have specific procedures for DST — usually extra-long stops or service breaks during the shift.

What happens to scheduled events during the duplicate hour

Fall-back creates a duplicate hour (1:00–1:59 happens twice). Behavior varies:

- Most cron schedulers run the 1:30 AM job twice that day (once on the first 1:30, once on the second). Some run it only once.
- Most calendar apps treat 1:30 AM as the second occurrence (after the shift), so the meeting happens at the post-shift time.

The deep answer: this is why every modern system stores time as UTC and converts to local for display. UTC has no missing or duplicate hours.

Other weird DST rules

Cliff Barbie hour, Lord Howe Island. DST on Lord Howe Island shifts the clock by 30 minutes, not 60. The shift happens at 2 AM, just like Australia. From UTC+10:30 to UTC+11.

Nicaragua's experimental DST shifts. In the 1980s and 1990s, Nicaragua tried multiple DST rules and abolished it for various reasons. The country has been on UTC-6 with no DST since 2006.

Egypt's repeated abolitions. Egypt has implemented and abolished DST several times in the 2010s and 2020s. The most recent abolition was 2024.

Russia's permanent shifts. Russia abolished DST in 2011, went to permanent UTC+4 (effectively permanent summer time for Moscow), then back to UTC+3 (permanent winter time) in 2014. Both shifts were technically "abolitions" of the previous regime.

Iran's pre-2022 DST schedule. Until 2022, Iran observed DST with shifts at 23:59:59 to 1:00:00 local time (effectively a 1-second-then-1-hour-jump shift). Most software handled it as a regular DST shift; the actual implementation was mid-night-style.

Why does the US shift at local time, but the EU at UTC?
