The case for and against permanent Daylight Saving Time

The argument over permanent DST isn't really about whether to abolish biannual clock changes. Most people agree on that. The argument is about which time to lock to: permanent summer time (longer evenings) or permanent winter time (longer mornings). Each has scientific, economic, and political backing — and they're incompatible.

What "permanent DST" actually means

DST shifts the clock forward by one hour relative to standard time. So:

The summer-time case

Arguments for permanent summer time:

1. Evening daylight. More daylight after work means more time for outdoor activities, retail shopping, restaurants, sports. Tourism and recreation industries benefit.

2. Energy savings (disputed). Original DST argument. Modern studies show this is small or zero, but advocates still cite it.

3. Crime reduction. Some studies show evening daylight correlates with lower violent crime rates.

4. Mood. Some people prefer "more daylight after I get off work."

5. Status quo bias. Most of the year (8 months) is already on DST in the US. Locking it in is a smaller change than reverting to permanent winter time.

Industry support: retail, recreation, restaurants, tourism, sporting goods.

Examples: Russia tried permanent summer time briefly (2011–2014). It was unpopular due to dark winter mornings and was reverted to permanent winter time. The US Sunshine Protection Act would lock in permanent summer time (passed Senate twice, failed House).

The winter-time case

Arguments for permanent winter time:

1. Circadian alignment. Human bodies evolved with the rising sun as a primary wake cue. Standard (winter) time aligns clock noon roughly with solar noon. Summer time pushes clock noon to ~1 PM solar time, which research shows misaligns sleep with biology.

2. Morning light. Bright light in the morning is the strongest signal for the human circadian rhythm. Permanent winter time means more morning light year-round. Studies link morning light to better sleep, mood, and cognitive function.

3. Children's safety. Permanent summer time means children walk to school in pre-dawn darkness in winter (especially in northern latitudes). The 1974 US year-round DST experiment was reversed partly because of this.

4. Health outcomes. Sleep researchers, chronobiologists, and major medical associations (American Academy of Sleep Medicine, American Medical Association, several EU equivalents) recommend permanent winter time. Research links DST shifts to short-term spikes in heart attacks, strokes, traffic accidents, and depression.

5. Latitude considerations. At high latitudes, permanent summer time means very late sunrise in winter. In Stockholm, permanent summer time would mean sunrise at 9:42 AM in late December.

Industry support: healthcare, education, public health organizations.

Examples: Russia switched to permanent winter time in 2014 (after the unpopular permanent summer time experiment). Most countries that have abolished DST have ended up at permanent winter time.

What science says

Sleep researchers and circadian biologists overwhelmingly favor permanent winter time. The American Academy of Sleep Medicine, the European Sleep Research Society, and similar organizations have published position statements supporting it.

The core argument: humans evolved with sunlight, not artificial light, as the primary circadian cue. Aligning clock time with sun time (which is what permanent standard/winter time does) supports natural sleep-wake cycles. Economic arguments cut both ways:

- Retail and recreation prefer permanent summer time (evening daylight = more shopping/dining)
- Healthcare prefers permanent winter time (lower acute illness rates)
- Energy is roughly net-zero either way (modern studies show neither saves significant energy)
- Construction and outdoor labor is mixed (longer evening daylight in summer time is helpful, but pre-dawn winter mornings are dangerous)
- Agriculture is largely indifferent (cows and crops don't care about the clock)

What the public thinks

Polls in countries debating the issue show:

- About 70-80% want to abolish biannual DST changes (consistent across surveys)
- The split between summer and winter time preference is roughly 60/40 in favor of summer time in most polls
- Health professionals lean strongly toward winter time
- Younger respondents lean toward summer time (more evening recreation)
- Older respondents lean toward winter time (more morning routines)

The political deadlock

Even where there's broad agreement to abolish DST, picking the permanent time is hard:

United States. The Sunshine Protection Act would lock in permanent summer time. It has passed the Senate twice (2022, 2024) but failed the House each time. Critics argue the bill ignores the science.

European Union. Voted to abolish DST in 2019, but member states haven't agreed on permanent winter or summer time. Implementation stalled.

Mexico. Abolished DST in 2022, mostly by going to permanent winter time. Border states with the US still observe DST.

- Get up early? Permanent winter time is better. More morning light.

- Children in school? Probably permanent winter time. Avoids pre-dawn walks to school in winter.
- High latitude (above 45°N or below 45°S)? Permanent winter time avoids extreme late-winter sunrises.
- Low latitude (below 30°)? Doesn't matter much — day length doesn't vary enough to make either option uncomfortable.

FAQ

Why didn't the US Sunshine Protection Act pass?

Multiple reasons. The 2022 Senate passage by unanimous consent was widely seen as procedural rather than substantive. House Republicans blocked it citing concerns from constituents who lived through the 1974 experiment. Health and education groups lobbied against it. Bipartisan disagreement over winter vs summer time also played a role.

Has any country tried permanent DST and stuck with it?

Iceland has been on permanent UTC+0 since 1968 (effectively permanent winter time, since they're at UTC+0 all year despite Iceland's longitude suggesting they'd naturally be UTC-1). Argentina has been on permanent UTC-3 since 2009. Most other countries that abolished DST went to permanent winter time.

What about Russia's experiment?

Russia abolished DST in 2011, going to permanent summer time (UTC+4 for Moscow instead of the old UTC+3/+4). It was unpopular due to extreme winter morning darkness. In 2014, Russia switched to permanent winter time (UTC+3) and has stayed there.

Why is this such a contentious issue?

Because the choice between summer and winter time isn't neutral — each option benefits different groups. Retail and recreation lobby for summer time; health groups lobby for winter time. There's no compromise.

What's the most likely outcome in the US?

Hard to predict. The political momentum favors abolition, but the choice between summer and winter time is unresolved. The EU is in similar deadlock. Best guess: another decade of debate before either side wins.

Will my country eventually pick one or the other?

Probably yes, eventually. The trend globally is away from biannual DST. Most countries that have abolished have ended up at permanent winter time, suggesting the science argument tends to win when forced to choose.
